Mr. Subimal Bhattacharjee works as an independent consultant on defence, cyber security and high end technology policy issues based out of New Delhi. He was the Country Head India for General Dynamics (www.gd.com), one of the top 5 defence corporation in the world and was responsible for guiding the General Dynamics business units in India.
Mr. Bhattacharjee is currently a Member of the Research Advisory Committee of the Global Commission on Internet Governance (GCIG) set up as a 2 year joint project of The Centre for International Governance Innovation (CIGI), Waterloo Canada and Chatham House (the Royal Institute of International Affairs) London. He is one of the 25 experts invited by the United Nations through UNPAN in June 2015 to deliberate on the impact of ICT on Sustainable Development Goals (SDGs) to be set in motion by the UN General Assembly. Earlier in 2008, he was one of the 31 experts appointed by the UN through UNIDR to decide the agenda for the 20 nations Group of Governmental Experts (GGE) that was set up in 2009 to study the impact of cyber on international security. He was a member of the Expert Group on Global Initiatives under the Sam Pitroda Expert Committee in 2011 to review the functioning of PrasarBharati, the public broadcaster of India. He is also a visiting scholar at Indian Institute of Management Kashipur. Recently in May 2015 he has accepted the position of a non resident fellow of Atlantic Council for cyber security.
Mr. Bhattacharjee is globally acclaimed speaker on cyber security and technology policy issues and has been an invited speaker at the Council of Foreign Relations (CFR) New York, Brookings Institution, Washington DC, United States Institute of Peace, Washington DC, Carnegie Endowment for International Peace, Washington DC, The Heritage Foundation, Washington DC, Atlantic Council, Washington DC, Chatham House, London, Indiana University, Bloomington, European Security Roundtable Brussels, S Rajaratnam School of International Studies, Nangyang Technological University Singapore and East West Institute, New York. He is a regular speaker at institutions of excellence on defence policies and digital ecosystem that involves mainly issues of cyberspace. He writes columns on issues related to security and technology policy and has more than 270 published articles, essays and papers on global internet governance, applications of unique technology and cyber security issues.
Mr. Bhattacharjee is in the Board of Centrum Capital Limited and also in the Advisory Board of the US based renewable company Astonfield. He is a Governing Body member of Assam Don Bosco University, Guwahati. He is actively engaged in issues of North east India and youths from the region and was also the President of the 1958 established socio-cultural organization SreehattaSammillani, Delhi till May 2015.
He holds a Post Graduate in Mathematics from the University of Delhi.
